How old is your son? He may not be ready to potty train yet. I have 4 children (3 boys) and I would say the ideal age to start is about 2 1/2.
Have you tried "big boy" underwear? I think pull ups are the worst because they absorb and don't give that wet feeling.
Take him to the store and have him pick out his own "big boy" undies (my 3 yr old picked Blue and Diego), tell him he cannot go in them and if he does let him stay wet for awhile (they usually hate the feeling). My 3 boys didn't want to make a mess in their big boy undies because it was their special thing so they used the toilet.
It might be easier if he sat down and held his pee pee down at first instead of having to stand on a stool.

Well, you may not like my suggestion, but here it comes:
I let my husband show him. I saw absolutely *no* reason to begin a habit of him sitting to pee. Can you imagine that later on in his life? No way. So, his father would take him in and show him, step by step. You may need to put pants on him that have an elastic waistband so that he can free it up himself. There's really no need for the "cereal" in the toilet thing, cause the cereal won't be there when you guys are at the mall/store/doctor's office, etc.
Just keep up the repetition of when Dad goes, boy goes with him.
It works like a charm, and no expensive Pull ups necessary... Good luck ♥

Can't he climb up onto a toilet? That's what my son did before his legs were long enough to use it "like Daddy". (Sometimes a child just won't toilet-train the way you want; I've only just managed to get my 5-year-old out of night nappies successfully.)
If you're out in the woods and he needs to go, there's a way of holding him in sitting position so that he can wee comfortably. Until they're used to it you have to get them to focus on "making a nasty puddle" or something, rather than trying too hard.

Tell him to make bubbles in the potty for you. He'll love the bubbles and the sound it makes.
Also, I know this sounds weird but if you use a large can (like a coffee can) he might find it even more appealing because the noise is really loud. :-)

have you tried making the water green. Get a toilet bowl dropin that makes the water blue then let him know if he pees in it, it will turn green. Also if he's peeing anyway, does it matter if he's standing or sitting. and he might not be ready

I saw this on Super Nanny--use a doll and have him "teach" the doll how to do it. It might make his enthusiastic about doing it himself.

My son sits to pee. Its easier because he is so little.
Makes it easier to teach the whole poop thing too. He's already sitting.

Just let him pee sitting down and make sure he keeps himself "tucked away" to make sure his pee hits the inside of the toilet.
He needs to see other boys standing to pee and that should make him want to do it too.
