If you haven't used a lumpy paper like annaglipta, it should be ok. it will be a bit like lining paper, and lining paper is often used before hanging decorative paper, sometimes two or even three layers, it evens out lumps and bumps if your walls are not as regular as they should be. just make sure the surface of the paper isn't glossy in any way, if it is try pealing the surface off or at least sanding it to give it a bit of a 'key' for the paste.

You shouldn't,no, as the pattern could show through and the wet paper on top off the old can cause air bubbles under the lower paper which you won't be able to get out. Any paper can come off with a bit of hard work, hire a steamer, or 'score' the paper with the side of your scraper and then soak with hot soapy water. leave to soak for a few minutes and it should just scrape off.

Ususlly it will come off if you steam it, but maybe it was applied with a different sort of adhesive. In other words, maybe the person did not use wallpaper paste.
You can paper on top of it. Just use the right adhesive!

Steam will get all wallpaper off.
Hire a steamer.
Cut lots of X shapes into the paper to allow the steam easier penetration.... it will come off!

of course you can, i remember, a house i bought once it had 6 layers of old wall paper on it,, makes good insulation i guess,, tried getting wood chip wall paper off once, proved nigh impossible, had to use anyglipta as plain flat wallpaper would of been useless, it would of been all lumpy bumpy, but it worked a treat, and looks lovely.. have tried all the scoring and steaming,, woodchip is on for life,, well it was in the house itried to remove from walls, short of replastering, nothing was going to remove the bugger

It will come off, make sure you give it a good scoring, you can buy specialist little tools for this, give it a good wetting after you've scored it and then try again with a good scraper.
You can paper over it but it's better to get it off if you can.

Won`t come off, `course it will. What you have to realise is that as soon as you put up wet wall paper on old stuff, the old stuff will now get wet and lift away from the wall in patches and you`ll have a complete disaster on your hands.

Rubbish. If it has been put on, it must come off.
Putting paper on paper is not recommended because the damp paste will soak the other and will not look at all average, let along good when 'finished'.

How hard have you actually tried to get it off, you have to put a bit of effort into it you know it's hard to get off so it doesn't just fall off the wall but it's not impossible!
