If the hair pulling is at the back of the legs up high, she may have impacted anal glands. My dog had this behavior as a result of that problem. The doctor simply inserted a finger and squeezed the fluid out of the glands (yikes! poor puppy!). My pooch felt 100% better and hasn't scratched or chewed since then.
Of course, the other answers given are valid also. Ultimately, your best bet is to see a vet or clinic. Hope your girl is feeling better soon.

Sounds like what is called a hot spot. You should get a vets opinion on this to make the pup more comfortable.

Not much help, but some animals will lick and pull out their hair when they are under stress. Have you changed anything in her daily routines?
She is ten, she nay have arthritis and is having some pain.

It could be anything from allergies to something else. I would strongly recommend that you schedule a vet appt. for your pet so that she can be diagnosed and treated properly. Good Luck.
