Why can't a Canadian be buried in the U.S.?

Of course he can be. Oh, you're making some sort of "riddle" about how the living can't be buried, you can only bury the dead. But, last I checked, it's pretty easy to knock a guy on the head, drag him across the border, and bury him alive. So the riddle/joke doesn't really work.

Well assuming this man had died....if he isn't a canadian citizen then why would he want to? If he has strong conections to Canada then he can I'm sure. Why not? Guess I didn't really answer the question but....
