Some player will do this on rare occasions. I have seen Negranuau do this a few times with a reasonably small river bet. You need to have the skill to use this information properly or it is a waste of chips.

Only if it's a small bet and you've got the pot odds to make the call. It gives you info about how he plays, and sets up your table image as a station (aka the table cop). Do it early, put the doubt in people's minds, use the info to your advantage, and DON'T DO IT AGAIN! A bet saved is a bet won.

IF you don't mind the possibility of losing the money you bet, then go for it. I have had hands that had nothing until the river card, and ended up winning the pot.

that is not strategy at all if you got nothing go all in you bluff him out or you win i wouldnt do it but you mjght sounds better than your plan he has a boat you lose 300 why jost play YOUR cards dont worry about his or hers sorry ladies

If you think he might be bluffing, and it's a small bet, then it's a profitable play by itself.

If you get information on your opponent, it'll be helpful later on.

If it lets you bluff later on, it might be useful.
