I'm trying to bulk up. I want to improve my chest size and my arms most of all. I'm not sure if I should do any cardio, b/c to me it just seems that I would lose weight when I'm trying to gain it. I really want to boost my weight up and gain more muscle mass so I'm not as skinny. Any other info. you need to know about me or anything just ask.

Alright man you want to gain weight through muscle mass. Eat a large number of calories and high protein foods (I also use protein shakes as a supplement). When pumping iron make sure to keep good form and moderatley heavy weight. Start off light though til you have perfected the form, then use enough weight to really get your muscles working. You should see about 1 pound gain a week if you're doing it right. Here are some webs that have great information about nutrition and work outs. Losing and gaining weight. Explore them as sometimes the information can be hidden. So far in my 4 weeks of weightlifting I have gained 6 pounds of muscle while slimming down on the bodyfat.

Whats your BMI and your % body fat?
First off, do not focus on gaining WEIGHT in specific. Thats just an illusion. Gaining muscle mass can mean loosing fat which can result in you loosing weight, although muscle does weigh more than fat. Running is a very good way to burn calories. Working out should be pretty self explanatory. If you have an area you wish to bulk up the most, like your arms, then work out your arms. But to gain the most "mass" I would suggest workout out universally, about 3-4 times a week. Or you could try workout out your upper body 1 day and your lower body the next.
As far as dieting goes, get a good amount of calories and protein. I would suggest whey protein. You could get the powder although receiving it through natural foods like meat and dairy (milk) would be a good idea. Dont take my advice over your doctor however. If you have any medical issues they are priority. You can also try to see a dietitian.

Cardio will help build lean muscle, if you want to bulk up you need to lift weights. If you do cardio, do sprinting. Short distances as fast and hard as you can go. It will help build strong core muscles and leg muscles. Also, you need to eat. A lot. Try to take in about 3,000 calories, or at least 500 more than you currently take in. You might even check into a quality protein supplement or shake (such as from GNC) to help build muscle and help heal your muscles. You might shoot to gain about 1-3 pounds a week. This should come from weightlifting and converting food you eat into muscle. Consult a doctor and trainer for specifics on what you need to do. Best of luck!

Cardio will burn off excess fat. It doesn't seem like you are concerned with that right now. Work out with weights daily (focusing on different body parts each day.) Supplement your meals with protein. Don't eat junk. Since you are only 15, you are still at an age where you will grow.
