Shell Dash is basically crushed shells in a paste that is sprayed over the exsting block. It can be removed but would be dngerous. If I even rub against it, I cut myself.

Depending on what you want to cover it with will depend on whether or not you need to remove it.

If you go with vinyl or aluminum siding, you just have to cover it with foamboard and then attach the siding on top of that. You may need to attach some slats first, but not always.

If you want to stucco, you'll more than likely have to remove the shell dash first so that the stucco will look right.

I'm not quite sure what shell dash is, i think it may be like a stucco product if so yes you can cover it with a rigid foam sheeting and then side over it you may want to fur out the sheeting, however are you just doing this because you do not like the siding or is there a problem with the existing siding ? if there is a problem you my want to remove it and start fresh rather then cover up a head ache. it may cost you more it the Long run rather then dealing with the problem at hand
