Is there a program that can convert a photo into a Drawing?

I am trying to convert some photos into drawings , as well ad clear them up ,but so far i have not found a good program that will do that.

there are several great programs on download.com but you also may want to look in Major Geeks who have some great products to offer as well and you may even find one for free.
ArtRage 2 Free Edition this program lets you Paint with oils, sketch with pencils, sprinkle glitter, and more.

The tutorial will be very similar for PhotoShop 7 and above. I've tried to do this in various other programs (Paint.NET, GIMP) with little success. The tools are either not present in those programs or are so disorganized that I couldn't locate them.
Plus if you are into trying new things about the only one you will find tutorials for is PhotoShop or PhotoShop Elements. I use Corel, and i think it's an excellent photoshop. I suggest downloading it. I think you'll like it. If not...sorry I couldnt help you :)

go to www.download.com
and type in photoshop...
if u want it free type free infront......
the best one is adobe photoshop does wonders!
u can make ur nose smaller and stuff...
