I'm 20 (in school), been on one date. ALWAYS too shy to approach girls I like. I had a crush on the same girls for 3 years of highschool, and never spoke to her once...

I'm a good looking guy (so I've been told) so ugly isn't the problem.

This is what only you can do, that is break the ice. Sitting and shying is not going to yield any result. You can love many girls and can have crush on all of your highschool girls but unless you have balls to approach, nothing will be the outcome. Try to make good friends in your school who are girls. The shyness will go away soon and you'll be more approaching towards girls.

About 90 something percent of us guys have been rejected sometime in the past, so don't worry about that part. If you do get rejected, then join the millions of us that have before as well. Whoever looks at you weird for being rejected is weird themselves. It's more normal for someone to have been rejected. I'm not saying that to be a jerk, but to give you more confidence. Just be yourself.

You need to break out of your out of that shell. Ask someone out, if they are not interested ask someone else.
