If you are talking about upgrading your version of Windows (say from Win 98 to XP, or from XP to Vista), insert the Windows CD, boot the computer, and let it do the rest.
If you are talking about dual booting your PC, where you have two different versions of Windows on your PC and you can select which you run, you have to have two hard drives, or two different partitions on the same hard drive. Install the earlier version of Windows on the first hard drive. Then start the install for the later version of Windows. When prompted where to install Windows, select the second hard drive (or partition). Once done, it will give add a boot menu so that when you start the PC you will be able to select which version of Windows to load.

I set my CD as my first boot drive and put the OS Disk in the CD. Then shut down and re-boot. It should boot from the CD and follow instructions. You can just put the CD in with the computer running and it do the same.
Depending on the age of the computer, I check the computer support web-site to be sure it will be compatible with the newer version. Say a computer came with Windows 95 and you want to load XP. You may need to Update the Computer BIOS for XP to work. Always be careful when messing with your BIOS, you mess it up and the computer is history ( I say this a little extreme). Usually the BIOS update page will explain the precautions and how to do it. The old saying for BIOS; "If it work, don't fix it"!
