why do nations support kyoto protocol?

The tenets of the Kyoto Protocol (if implemented, which only Britain and Norway have done successfully) are absolutely destructive to any countries economy. Just my personal opinion, but I think that most countries that support it view it as a way to punish the United States, as it will do nothing to impact global warming.
