how can i set up a wbsite for free?

For free you need to go to a place that allows you to develop a website. Freewebs.com is what I would recommend but their are others out their. Using Freewebs you have the choice of either using HTML or letting Freewebs help you design the site. Your Url would be: www.freewebs.com/NAME yOU Chose.
If you want your own domain name though, you'll have to spend money. I'd go to 1 and 1 for that. They're the cheapest I've found at 2.99 a month.
