Hong Kong is more expensive than Shanghai, but not by much. Shanghai does not have NEAR as good a selection or quality of product. Shanghai isn't the bargain you might be thinking it is. On average, I find it's 10% cheaper than New York City and 5% cheaper than Hong Kong.

Shanghai is def. cheaper and better. Def go to Shanghai. I've lived in Shanghai and have visited Hong Kong a couple of times. Shanghai is an amazing city.

Both are nice, but if you are to make purchases, hands down its Shanghai.
Speaking from experience, while I work in China for 4 years, HongKong is more expensive in every way. While in Shanghai, you can find smaller shops where you can bargain to lower the price dramatically. You can also find a bid of this in HK, but the price is just that much more.
For example, a business suit will cost around 1400HKD while in shanghai will cost about 1000RMB for the same tailor quality.

i would porbably go to hong kong. Go to causeway bay or either flower street. You'll find a lot of cheap things in flower street.
