any suggestions? Ive tried vinegar, training pads, etc......

More outside time is what I did for my dogs and it worked out great for me but if you have a apartment you have to take your dog out allot so he gets used to going outside rather then inside. Your dog will know the difference from a walk and to go potty when you leave so if you keep things up over time it will sink in. Plus your puppy is still little give it time and work on your part and his. Give him treats only when he goes potty outside and he will love to go out.

Have you tried crate training? You lock the dog up at night and any time you aren't home. Even the laziest/dumbest dogs will do whatever they can not to pee in their bed. It helps to build their bladder strength if they are forced to "hold it" a little bit instead of stopping and peeing where ever they feel like it. Very frequently when we let our dog out of the cage, she'll run out and pee on the floor, so you'll want to make a beeline outside. Let her out impulsively. Every hour on the hour if that's what it takes. Let her out after eating.

When she goes inside I wipe/pick it up with a paper towel and throw it outside and show her. Then clean it up as good as you can with carpet cleaner to get rid of the smell.

Leave her out in a fenced yard or on a dog-run (weather permitting) if you are going out to run some errands.

That's helped our dog quite a bit, but she still isn't perfect. Anything is an improvement though.

Easy method for house training. (I've had dogs all my life.)
Pick a day when you can watch them ALL the time. Put puppy on a leash. Have it with you all of the time. When it starts to go in the house, pick it up by the scruff of the neck before it finishes
going , shake it by the scruff of the neck (not too hard) say
"NO NO BAD DOG" Carry it outside by scruff of neck and put it down where you want it to go. Wait till it goes. Say Good Dog.
Give it a treat. Pick puppy up and bring it back in. Clean up
where it started to go. Repeat process.
Take puppy out every 4 hours, even if it hasn't tried to go. Wait till it goes. Praise. Treat. Back inside. Repeat.

Put puppy in crate just big enough to sleep in at night. It will wait until you take it out first thing in the morning.

You've got to take it outside about every half hour until she goes, then of course as soon as she is done going, give her hugs and praise. Then you will need to do this again about an hour and a half to two hours later. Before you go out the door, make sure you ask her if she needs to go out. Soon she will learn that "Do you need to go out?" means she's going outside, and that she should do her business.

you've got to house train him fast. Dicipline him for going in the house by rubbing his nose in it. When it comes to poo i don't actually rub his nose in it but i get him pretty close. Make him learn that when he goes potty in the house that he's been a bad boy. Tell him so. It worked for me.
