Nope. It is listed as a "Potentially unwanted application" to "a harmful rouge application". Removal of it is highly recommended and it is not a safe application to even consider using.

You should also run a scan with Spybot and Adaware SE as routine maintenance. If you don't have it, get Windows Defender, http://www.microsoft.com/athome/security/spyware/software/default.mspx which would have prevented it from installing in the first place.

And stop using IE, http://www.mozilla.com/

Now, PCDoctor and SpywareDoctor are safe (but not free).

I think it's safe,I seem to remember using it, I wouldn't call it a scam but it's done to get you to use their product.
