This morning I got pulled over for no safety belt and got a citation.. It is my first ticket.. the officer gave a court date & time but I prefer paying off the fine.. Does no safety belt add points, affect insurance or driving record in Texas?

Yes, the seat belt law affects your driving record as it is a moving violation. Go to court and see if you can get it reduced or you'll pay extra for insurance as well.
