Love handles are fat...cardio and diet are the best way to reduce them...for the lower chest do decline bench press...This is the bench where your head is lower than your feet. It works the lower pecs better that anything else.

I would first look at your diet.... for exercise focus on Core (abs, back, etc) exercises and cardio..
