If a 13 year old is having trouble with reading comprehention what are some ways to improve it? I know much of it has to do with natural ability, IQ, and the fact that some minds process information information faster than others, but are there ways or techniques to help improve?

Try this approach. Read one chapter of a book or text. Close the book and go get a snack or chat on the phone, whatever, for a half hour. Before you go back to the book get a pen/pencil and paper and write down what you remember to be the most important things about the chapter you read.
Take your notes and reread the chapter you just read. Compare your notes to the actual text of the book. The first tries will be horrible (or not). Eventually you will train yourself to extract the important from the dribble in the text. Reading Comprehension is the retention of the important statements or facts. This will not work with Math. just go thru the dictionary everyday and find the pronunciation o' words:)
