She has been in season for over 3 weeks and is still spotting. Is this normal?

It's not normal, but it's not unheard of. Call your vet and ask if they can spay while she is still spotting. She's old enough to be fixed, so get it done now rather than later.

My dog had the same thing although it wasn't her first season and she had some form of a womb infection and had to have an emergency hysterectomy. It maybe just because it is her first season but if you're really worried take her to the vets to put your mind at ease.

It is not normal for a dog going longer than three weeks. Sometimes people will misjudge the start of a heat cycle. If it last to much longer, you should take her to the vet. It could be signs of something else going wrong with in her body.

A bitches normal season is 21 days.
