If a child is involved, you should report it to child services, or Department of Human Resources, whatever it is called in your area. They are obligated to investigate and remove the child from the home if they find the child is in danger. If you are referring to law enforcement such as police department or sheriff's department, then it's true, they can only take a report or do a welfare check. If there is something going on they, along with the child services can do something. But, if there is no evidence of any wrong doing, their hands are tied. If you are seeing something that's not right, keep records of it and keep reporting it to child services. I'm not sure if you are living in the same household as the child or if you are in fact a minor yourself. If you are and feel you are in some danger, keep trying the child welfare authorities, or a trusted adult or teacher at school who can help you get to the right authorities. It's their job to protect children when adults don't have the mind to.

I'm not sure I understand your question. Are you saying the authorities you call to report abuse of a child don't respond? they had better! If nothing else, call the cops, they will go out for a disturbance call and check it out. If you call an agency, it's gonna take too long with too much red tape for an imediate intervention, but after a number of reports on say, some kid not getting fed, clothed, cleaned, etc or left alone at too young of an age, then you're right, I agree, the agency isn't acting fast enough. sometimes, if you aren't getting results through the usual channels, you can get action from various (local) news medias. Hope this helps.

I know what you are talking about, people now days just don't care, they are there in these jobs of importance supposed to be helping people, and instead they are just getting a check and could careless, doctors are getting to be the same...usually they say they'll make a report and do, and it gets thrown aside..if it's something you really believe in, keep at it with the right authorities, until they get so tired of you they have to do something, and if it is something effecting you or your children and they don't turn them in to the Better business bureau, and report it in the paper, but, be careful what you say in the paper because I know all too well, the rich just get richer, and they will get you for decramation of character if you name certain people and you don't have all the facts, and you can go to jail, it kills me that the higher power people in any job ect...can brag and talk and say what they want, but, normal everyday people who just make it getting by, don't have the funds if we get sued, and it's supposed to be a free speech country...also, get a petition up, go to your senator, write them, call whatever, just drive them bonkers till they do something or at least check it out, but, be careful, if you don't have money to fight in court, it can back fire on you, which isn't fair, but, this world is turning into nothing more than people who don't care anyway...good luck, and be careful how you handle it...but, bug the mess out of them..
