It's a service the police provide called a neighbourhood Watch. They send a couple of officers to patrol peoples houses for any disturbance, but they expect people to make a citizens arrest and be a witness to the fact.

Community policing is not citizens, like someone else had stated. Community policing is the Bare roots of police work. It is an officer going out and meeting the public. This includes getting out of the car, walking around, meeting people, taking general concerns from residents in the area and trying to find a solution together. Unfortunately many departments shy away from this. There are several reasons why, which include; lack of man power, time, attitudes (some individuals wish to go from call to call). I hope that this helped.

I had a friend who was asked this on an entrance interview to a police academy. The officers told him community policing was things like Neighborhood Watch, Dare, and other community programs put on by police agencies, run by civilians.

Not sure what it is, but several years ago there was a national conference on community policing in San Diego, attended by high ranking cops from across the country. It was on the first or second day, that all they(the cops who attended) were all taken to a conference room and told that the Captain leading the conference had just commited sucide.

This is where fellow home owners get together and take turns walking and riding around the neighborhood making sure nothing suspicious is going on. If they see groups of kids hanging out after dark for example they can ask them to leave or call the police to have them talked to. We do this in our community and people don't come around to hang out anymore because they know we are watching.

community based policing is about getting more involved with the community. It is about the officers in that community trying to be more seen by the residents and try to become more known by the residents so that the residents feel more able to tell the officers what is wrong in there area.
