Matchmakers vs. Promoters how does it work?

I always thought Promoters called the shots on the match making. However I see that they need to hire qualifies match makers to set up the fights. Does the match maker work with the promoter and the promoter hires a match maker? Anyone know how this system works?

Matchmakers work for promoters finding the right opponent for their marquee fighters or those they want to move up the ranks,"build". Or if you end up on a promoters bad side, the matchmaker may find the right guy to knock you off and give a reason to nullify the contract.
