I am unsure of whether you mean good (yummy) food (at a reasonable price) or if you mean a more upscale dining experience.

For yummy food:
Mario & Luigis - Italian restaurant (mix of students and locals)
Corner Room - traditional American (Penn State tradition)
Mad Mex - Cali-Mexican restaurant

For a little bit more of an upscale atmosphere (you usually won't see groups of students in these restaurants):
Allen Street Grill
The Tavern Restaurant

Victorian Manor, actually right down the pike, in Lemont, down from the mall. Expensive, full service fine dining. Not a place to eat every day, but nice to take your parents to when they visit campus and you want to impress. Must have a reservation. Just recently met the Chef from Marsailles, France who originally helped open the place, he isn't there anymore, but I have heard it is still delicious.
