How do you find someones Insurance info by their tag number?

I dont have any info for this guy that rammed a back hoe into my truck, his address that he gave my is not legit. How do you find somones info by thier tag number?

Call the police and report a hit and run, tell them you have the plate number. They should be able to run it and find the guy.
