I am 38 years old, and have yet to fully master to speak and write in English. It is a life long process.

If you are speaking from the perspective of a non-native speaker, it would depend upon the situation you are learning in. The best way to learn any language is through immersion, which means to go into an environment where the language is used exclusively, and then immerse yourself in it.

I taught a 17 year old kid English to the level where he could read Up From Slavery in English in about 7 months but he studied like crazy and had lessons everyday for three hours and studied on his own in ALL of his free time.

A normal person who is taking classes: Elementary to TOEFL 2 years.

Practise writing as much as possible and have someone correct what you have written.
