My wife and I disagree about giving birthday cards.

My position is that if you can't be there in person for someone's birthday, then you should send a card. But if you are going to see the person on his/her birthday (and especially if you are going to give a gift), then it doesn't make sense to also hand the person a birthday card--after all, your are right there and will be saying "Happy Birthday!" and whatever else you want to add, to the person directly, which I hope would mean more than letting a card say it for you.
My wife, however, thinks that you should hand the birthday person a card in addition to a gift.

What do you think?

Customary to provide a card with the gift. Some people like to keep them.

If you aren't going to see the person on or around their bday then you should send a card. if you are going to see them on their bday, you should give them a card and a gift - IF you haven't already mailed a card. If you have already mailed a card to this person, you don't need to give them another card just put a cute gift tag on the present that says To the person From you and happy bday. It would be overkill to give 2 cards

I agree with you- no card needed if you are in person and giving a gift. It's really awkward to get a card and have to read it in front of the person!

There should be a to and from to the gift. Maybe a sentiment. If you are trying to get out of spending $10 at halmark I understand. My wife and I had the same debate....now she is into card making so she can do it all she wants. I side with your wife.
