Let him down softly with something like
"Thank you, I care so much about you too but I'm confident that I'm just not ready for a committed relationship at this point in my life.
Right now I need time and space to concentrate on other areas of my life. And it wouldn't be fair to either of us. if I rushed into something like this without divulging how I truly feel at this point.
You're wonderful and I'm really quite fond of you, and I hope this doesn't interfere with our friendship."

Tell him...that you're not ready for a committed relationship...
its as easy as that...just be very sympathic and listen to everything he has to say after you tell him.
