How about getting her a gift certificate to The Picture People or Sears to get the kids pictures taken? of I don't know how crafty you are but you could me a diaper cake - see website below for instructions:

A gift I saw at a shower once that was really cute was a baby food cookbook with a little plate, sippy cup and baby spoon with a lovely drawing of bunnies on the bottom of the plate, side of the cup and top of the spoon.
The mother loved it.
Even a cup, plate and spoon would make a nice gift which I am sure as a toddler, the child will love to have as 'her very own dishes'.

You can never have to many baskets for organizing with a baby. I received the nicest baskets (simliar to the ones they have in pottery barn kids catalog) for storage. I loved them. I love them with the gingham liners in them and you can get them monogrammed Toys, Diapers, Socks, etc. If you get Diapers you can go ahead and stock it with diapers for her.
If you know what size her other daughter wear's she may appreciate matching outfits for both girls. She'll have a lot of handy me downs but not really any cutesy coordinating outfits that are cute for church or a picture or something special.
You could get her a new family photo album - not something just baby themed. They'll definitely have a new album to fill up with two adorable girls.

I recieved the nicest gift. The person bought two different fleeces and cut the ends tied them together and made a blanket. It was soo cute. You can also buy her a little outfit and a pair of socks from walmart, t-shirts, diapers, just little things but i am sure they will count. Every little bit helps.

Toys...clothes can be found at Toys R us and gift baskets at fortinos...I usually get some clothes and a toy for a babyshower..
