I was wondering whether you know who created satan. That should have been your question. If God is all powerful & all-knowing, where did satan come from?
The answer is, Satan was the leader of Jinns, he dis-obeyed God and was cast into hell. He requested God to grant him time till the day of judgement so he will continue to mislead mankind & prove that human wisdom is a myth. God granted his wish & here we are, continuously being led astray by satan, away from God & his teachings, away from Heaven into hell. In fact God can stop satan right now, but he wants US to do so by not succumbing to his evil whisperings.

There are different views of Satan, depending on one's religion and denomination.
Some believe Satan is a created and traitorous spirit, and therefore less powerful than God. He exists, but is doomed to be defeated in the End Times, a la the Left Behind Series. Sure, he's bad now, but in the infinite scheme of this view, his whole reign is only a moment, compared to the times to come.
Others do not believe Satan is a created spirit. They do not view him as a "fallen" Angel, but as a entity who battles God. They are the ones who are quick to point out that Lucifer is never identified as Satan in the Bible. In this view, Both God and Satan are all powerful, and in struggle with each other.

God does control Satan. Check out the book of Job in the Old Testament. Satan has to ask permission to do these things to Job. Also, in the gospels, Jesus tells Peter that Satan has asked permission to sift him like wheat. I don't know why God allows Satan to be prince of the earth, but I do know that God has a plan for it and is still in control. He has the final say.

God does test us. I don't know of any where in the Bible that it says otherwise.
God can control Satan. We also can control Satan. It's just that more of us need to try.

God never tests us. Man brings his own evil upon him by what he sows, but still God protects those who repent for his deeds and tries to change himself. Satan plays mind games with us. He very well knows that Jehovah God is more powerful than him and he could not continue going on treating human in distress.
God is Love (1John 4:8), we never want anybody whom we love to suffer and die. God loved us First (John 3:16) and he would never test us to our distress.
Consider an example of disobeying the government for a small selfish personal benefit, and when it comes to light you suffer by paying or getting penalized for disobeying that law. Similarly when you consume things that are hazardous to your health you get sick in the long run. And all these things happen to one because of the lack of his /her self control and it has nothing to do with God. When you rebel against your family/ loved ones in any decision, do they completely hate you and throw you not, no, never, they let you go out of love to make your own decision and when you come back with your lessons learnt they accept you always.
God would never test us, and he would not allow the Satan to test beyond what is allowable by each one of us when we believe and have faith in our Creator (God Jehovah).

He can control Satan, but chooses not to (for the time being - most devil believing religions also believe in a time when Satan will be bound or defeated).
Why does he choose not to? It has to do with opposition making free will possible. How could you learn to choose right from wrong, if there was no wrong to choose from?

God does control Satan. i.g...in the book of Job, Satan has to ask for gods permission to cause suffering on Job, God grants him permission but also limits the amount of suffering the devil can create. As the story goes, Job suffers, whines to God "why me?", God answers, Job overcomes, yada yada yada..read the book. better yet, study the book, you're not going to understand it by just reading.

when we say God is all powerful and knowing, it simply means that God only knows what ever he wants to know, and he uses his power in a just manner, for satan, God has already sentenced him to tartarus, a dens darkness reserved for the day of final judgement.But the main reason has to do with the issue that satan raised in the garden of eden, THATS THE ISSUE OF UNIVERSAL SOVEREIGNTY. On your part this is what u need to do, proverbs 27v 11, please read.
