What does yours truly or truly yours mean?

Does that mean with respect or with love etc.?

"Yours truly" is a very formal way to end a letter. It is an alternative to "yours faithfully". It is for use in letters which begin "Dear Sir" or "Dear Madam". It would be unwise to read too much into it, but conventional letter endings -- faithfully, sincerely and truly -- all seek to persuade the recipient that their contents are to be trusted!

It means exactly what it says! I'm not being smart, so please don't take this the wrong way!
When they say 'Yours Truly' or 'Truly yours' they are referring to the familiar relationship between them. Either by way of blood or friendship or marriage. It is a way that states without having to say 'Love' that you respect and care for this person. When writing a letter to someone other than family, friends or spouse, and you sign it 'Truly' you are inferring respect for the second party. This could be for a business or other important party you wish to convey some semblance of respect.
However, normally, you would sign the letter with just your name and a 'Respectfully', if it were a business or acquaintance.

Simply put
this is an "endearment" and is meant to convey the message that the writer is telling you that you can consider them as a part of your "special friends" list--- it is saying --- I am (truly) your friend !!
