Honorable service in the Air Force is the qualification. Easiest way to organize attendance is if the funeral is in a military cemetary. Otherwise, contact the nearest Air Force installation - they will have the contact information you need.

Service in the military with an honorable discharge, or died during military service. If the deceased is no longer in the military, you should contact Veterans' Affairs. The will help you make the arrangement for military honors. Attendance is a matter of contacting friends and family.

If the person was a veteran of the Air Force. Either finished duty, or was currently active. I would contact the local air force recruting office, they can direct you on who to get in touch with for that.
