Nope. Practical transformers cannot pass DC, and as well, have an upper limit to frequency response, therefore frequencies below and above it's bandpass will be stepped up less than those within its bandpass.

However, if your only signals of interest are within the bandpass of the transformer, then yes, it could be considered a voltage amplifier. But of course, at a proportionally lower current.

Nope - it just steps up the voltage. No power gain associated with it.

In a sense, yes. But you cannot get power gain out of a transformer as you can out of an amplifier.
