Very often it is when the Royal Mail see others in the vicinity filling up abnormally or when one or two businesses locate or when there is a housing development.
I am surprised that there are new installations unless they expect junk mail to be posted back. What a good idea!

i often wonder that myself, sometimes you see a postbox in the middle of nowhere nothing in sight for miles, except in some circumstances where they have a ancient phonebox next to it which also hasnt been used in donkeys years

Who is 'they'? Every house has a letter box in the front door. The postman delivers daily, putting mail right into your house.
