You fall "into" the open arms.

Why?

The direct object of INTO is the open arms

Think of OPEN arms as a box.


You cannot say, something falls towards the box when it's actually going inside the box.

You are going to use INTO instead of IN, as this action is currently happening, or progressing (going to faint).

Well, "corect" is not correct.

You make no sense. He could fall both into and towards the arms of his friends at the same time.

Both are correct and just express the same idea using the different prepositions.
