Perhaps he's borrowing money because he's afraid of you breaking up with him. It's very common to use money as a hold on your partner. "If he or she owes me money, he or she won't leave me".

This is a pretty poor basis for a relationship. Pick a time when you can speak up and simply tell him that you are NOT going to loan him any more money. Practice saying the "N" word. Lots of people have difficulty saying "no" because they are trying to win popularity contests. If saying no is going to disrupt your relationship, you don't have much of a relationship to start with.

I've always made more than my partners and this happened once to the tune of 400 over a summer, 20 bucks here and there really added up. Eventually he got on track and paid me back but it pretty much ended our relationship.

get rid of him hes no good and hes just probably using u for your money tell him your not his bank and if he needs the money that bad get a job and sort his life out x
but if that fails do what you thinks right
