I am a teacher in a daycare. We just had photos taken with the children. I have a group photo with mine. Then they made individual ones for the parents. Quite common. They put them all into a collage to hang in the office.

The EA policy of the area
The head teacher
Parents of the children attending the school.

do you mean should nursery schools display children;s photos ? if so the answer i no, not without parental consent.
