My sister and I each have a cat. the last 2 times it was time to change out the litter box it was her turn. and each time she emptied but never put litter or litter liners in the litter boxes. She does this every time. The thing is 99 percent of the time I feed the cats and I give them water and i Just don' think its fair to the cats or me how do I talk to her.

You have a lazy sister. You have 2 lovable cats. If sister isn't going to change the litter then you do it for the sake of the cats. You probably begged and begged your parents for these kittens. You probably promised that you'd take care to feed, water, and change the kitty litter. So, just do it. Your cats will thank you for it. Sometimes you just have to take the high road.
I see in the future you will be a responsible pet owner and your sister wont. The cats shouldn't have to suffer because of a sister fight.

Sit down with her and explain the way you feel. let her know that having a pet is not all fun and games and that she must take care of her cat. Ask her if when she has kids dose she plan to let them sit around in a dirty diaper all day? If not the way is she doing the same basic thing to her beloved cat? You can ask her is she really cares about her cat and if not are you willing to take the cat and care for it? However if you guys are both still very young IE teens or under go talk to your mom/dad about the problem

The best way to tell her is to put it plainly. Truth is, you could report her to the law for animal abuse. Cat ownership is a big responsiblity. Tell her to get with it!!
