God is very powerful, pure, righteous and almighty. God cannot look at sin. God works through people and gives power to people to do his will for example, God fully manifested himself in Jesus Christ who then had the power to perform miracles of healing etc, God gave Moses the power to rescue the people of Egypt by performing miracles of parting the sea etc.

God does his work through people and He can do it Himself but He cannot look at sin.

Michael as a servant or angel did GOD's bidding. God would not justify himself to take out the trash.

[7:11] We created you, then we shaped you, then we said to the angels, "Fall prostrate before Adam." They fell prostrate, except Iblees (Satan); he was not with the prostrators.

*7:9 Failing to heed our Creator leads to spiritual starvation and eventual "loss" of the soul.

The Test Begins
[7:12] He said, "What prevented you from prostrating when I ordered you?" He said, "I am better than he; You created me from fire, and created him from mud."

[7:13] He said, "Therefore, you must go down, for you are not to be arrogant here. Get out; you are debased."

[7:14] He said, "Grant me a respite, until the Day of Resurrection."

[7:15] He said, "You are granted a respite."

[7:16] He said, "Since You have willed that I go astray, I will skulk for them on Your straight path.

[7:17] "I will come to them from before them, and from behind them, and from their right, and from their left, and You will find that most of them are unappreciative."

[7:18] He said, "Get out therefrom, despised and defeated. Those among them who follow you, I will fill Hell with you all.

Satan Disowns His Followers

[14:22] And the devil will say, after the judgment had been issued, "GOD has promised you the truthful promise, and I promised you, but I broke my promise. I had no power over you; I simply invited you, and you accepted my invitation. Therefore, do not blame me, and blame only yourselves. My complaining cannot help you, nor can your complaining help me. I have disbelieved in your idolizing me. The transgressors have incurred a painful retribution."

[14:23] As for those who believe and lead a righteous life, they will be admitted into gardens with flowing streams. They abide therein forever, in accordance with the will of their Lord. Their greeting therein is: "Peace."

Well, God did do one thing Himself:

He came to earth in the form of a man and died for our sins.

God bless.

You answered your own question..."He has people doing His will". Nothing can be accomplished apart from Him.
