i understand that unless you completely remove the smell of the urine they will do it again. So that's a first, secondly make sure that before you go out the dogs have urinated in the garden. You could also check them out health wise in case they have a urinary infection.
In a nutshell its down to re-training them.

Take them for at least a 30 minute brisk walk before you go anywhere. An off-leash run will be evan better.
That'll give them plenty of time to do what they have to do and burn off some energy as well.
We take it for granted that they do everything in the few minutes we put them outside while we rush around getting ready to leave.
Their needs have got to be met before you go or things like this will not only continue but get worse and it may seem like they are revolting against you but in reality they simply can't help it.Especially if a 15 minute trip to the store turns into an all day shopping trip. The least you should do for them is put papers down as an alternative to going out when you can't be there.

are they neutered or spayed? you need to get them crates to stay in when you leave the house or put them outside with a dog house.

They could be competeing with each other for the top dog spot and marking their terrority, or they are seeking more attention from you

If they have never done it before it sounds like they are either anxious or bored. You need to leave plenty of activities for them.

Are the altered? If not that may help. You could always crate them while you are gone? That's really about it.
