I've seen this guy staring at me and his friends observing me. I don't have that much courage to go ahead and tell him what i feel about him. Is there any other way to give him a hint. Actually do you feel that he likes me or not. HELP ME!

take him somewhere private , or maybe over the phone and simply ask him . if you dont ask you'll never know . if he has went back to his ex then still let him know . if hes been staring at you then obviously hes thinkig of something .

Ask him to join you for a big Mac or something, just the two of you and you can get enough vibes out of that.

I dont know i geuess you can flirt with him or sit with hima and his buddies jus to get to know him...thats all i can think of
