try a straitening iron or some mild herbal conditioner

Make sure you use a good conditioner EVERY time you wash your hair. If you want it straight, mix some straightening balm through your hair then blowdry it straight. After you've got the desired style you want, use a small amount of pomade or wax to smoothen it out. Try to stay about 1-2 inches away from the roots, to avoid having it look greasy. A squirt or two of hairspray will help tame flyaways, but its not necessary cuz the wax should take care of that. Maybe try getting a cut or trim, so the roots can concentrate more on making the hair healthy as apposed to fixing the damaged ends. Hope this helps! I use Super Skinny by Paul Mitchell which work really well!! I love it and it smells great!! I also like to use Redken Smooth Down.. it doesn't smell as good but the products are still great.I'm black and i love the products.. they are made for white people's hair, so it will work better on your hair! Try it out. It will work wonders.

Give ur hair a really good deep conditioning treatment, leave it on overnight. A cheap option olive oil takes down frizz and calms hair.

well it depends on what you mean by rough... If it's like damaged than stop blow drying, stratinging or curling and get a hair cut. even a trim would work. then you can buy hair products that protect your hair when you blow dry it or watever. but if it is just psyco then you can buy smoothing balms for it that work fantasticaly!

what do you do to it? if you are always scrunching it or using a bad conditioner than it will make it rough. herbal Essenes is the best to use, when you put the conditioner in your hair, let it set and rinse with a cold water, it will preserve moisture and make it softer, shiny and easy to comb!!

i know i sound crazy but pour beer on your hair while in shower. It softens & makes it shiny. I use it all the time & I get tons of compliments!
