My definition of liberal is that you can be yourself and live your life without fears of persecution or anti-semitism or just plain criticism. For desirable, I classify that as a place where you enjoy living in the city and are not necessarily afraid to go out at night or that people are not trying to always get out of town and make the city look deserted on the weekends or after work hours.

I would not exactly call having a very high crime rate and low prosecution rate a "desirable" and "liberal" city.

If I had to pick from all the large cities I've been to or am familiar with in Canada (Vancouver, Calgary, Toronto, Ottawa, Montreal, Quebec City), I'd have to pick Montreal.

Although there has been some animosity in the past regarding the language debates that go on there, they are pretty tolerant of other cultures, don't form opinions on sexual preferences, and are pretty relaxed about things in general.

Here are some examples:

1) Jackie Robinson was the first black baseball player to ever play in the major leagues. He started his career in Montreal when no other team would allow blacks on their rosters.

2) Every year there is a large gay and lesbian festival in Montreal, along with a gay pride parade down one of the major city streets.

3) At some Montreal sporting events, I have witnessed persons caught smoking a "banned" substance, and they are simply told to put it out and not let the security guard see it again. (Other places I have been to, they have pulled thm out of the stands and I assume either ejected them or turned them over to police)

4) In cities like Toronto if you go downtown at night, the city is like a ghost town. In Montreal, I think there are more people at the bars and restaurants at night then there are people working during the day!

5) There is full nudity in the Montreal strip clubs, whereas other parts of the country I have heard it can only be topless.

As for desirability of Montreal, it has relatively low housing costs, timely and safe subways, low crime rates compared to other cities of similar size, and lots of things to do and sites to see.

Yeah i agree with the first comment Vancouver BC.
I lived there for 7 years and it's the most beautiful place in the world, great people, everything....

Vancouver, BC. You can basically do whatever you want in this city without fear of criminal prosecution = high crime rate. That said, watch your back. Very expensive to live here but scenically, it's one of the most beautiful cities in the world.
