Dear Mister Mayor sounds about right. I believe the Mayor is only addressed as "His Worship the Mayor" when being introduced say at a municipal function when he is about to make a speech - "Pray silence for his Worship the Mayor", etc.

If you ever write to Ken Livingstone, Mayor of London, address him simply as, Dear Citizen Mayor. London is a republic. I know, I live there.

If it is a town mayor the address for correspondance should be "The Mayor of ................." and in the letter it should start "Dear Mr Mayor"

I would avoid 'Your Worship'. Town Mayors are only pantomime figureheads anyway, and they have do very little as they are so unimportant. Town Councils are only civil parishes with little or no powers, but immense delusions of grandeur. In the town in which I live the post seems to be shared between two or three people in a continuing rotation as they are the only people who want to appear foolish enough to want the job. Call him 'Mr Jones'

He/she will be just an ordinary person. My dad was mayor for a while, I'm sure he wouldn't have minded "Dear Sir", or even "Dear Mr...".

In the US, either Mayor -----, or Your Honor,

Dear Mayor-------, or just "Your Honor".

I suspect you're writing from the UK or Australia though and I doubt either of these would be appropriate.
