It is very hard to help you as you have not said what country you are from or which passport you want.
Your nation of origin should issue you a passport. Most have specific passport agencies you can find on Google.
If you're living in a country that is not your country of origin, contact the embassy of your country of origin.
If you want to apply for a passport of a country that you do not currently hold citizenship of, you will need to apply for citizenship before you think about getting a passport. Contact the Department of Immigration in whatever country you hope to apply to.

I assume you reside in the U.S. If not, then disregard this.
If you are a US resident, go to a local post office to get an application or to the passport office if you have one in your city.
Go to a drug store or Kinko and get 2 passport photos, less than $20. Go to the post office with the photos and your original birth certificate, you can fill out the application there, they will help you and have you mail it in there. Its good for 10 years. Wont go into more detail, as I dont know if you are a US citizen, a married female, etc. You can also go to a store type travel agency who will give you the form and the necessary info you need. If you plan a trip, some tour operators will do it for you.

In the U.S. you can go to any Post Office to apply. There are other places that also except the application, Driver license, embassy's.
