This is by mathematical convention.
You can submit your own convention and rewrite a book on circular geometry if you want, and define a circle with any number of degree. Say 1 Thur 1000 degree but once you define that you need to stay with it.

sun takes 24 hours to complete 1 degree and almost 360 days complete 1 circle ( due to tiltment of earth it makes 365 days ).

i assumes ancient astronomers approximately calculate the sun / earth go around the earth / sun one time in 360 days.
and 360 is easily factor-able number to calculate.so we continue the convention method.
