Various people. It is a misominer to say just one person painted it, as different fingerprints still exist in some places. Michaelangelo would have worked on the faces and hands, and his students would have worked on the rest of the painting.

Michaelangelo and it's Sistine not Cistine why would you ask he was one of the most famous master painters of the renaissance era.
Apparantly it took him 10 yrs to complete, 4yrs designing and 6 yrs actual time on his back but there's speculation that he did all the designs but he had his apprentices paint it

Michaelangelo designed it and laid down the sketches (or laid up?). Some of his students worked on it but he was a big pain in the bum and tended to take over when he thought his students weren't doing it right (which was very nearly all the time).
The work itself, however, is fully accredited to Michaelangelo, as is the tradition in art.
