No.

First, not every place in the United States observes DST (e.g., northern Indiana), much less the entire world.

England does have an equivalent to DST, but it starts on a different day, so that, for a few weeks of the year, London is either 4 or 6 hours ahead of the U.S., instead of 5 hours. This year, DST starts earlier in the U.S. (3/11) than ever before, and Summer Time in England begins on 3/25.

However, Greenwich Mean Time (or Universal Standard Time) NEVER changes, summer or winter, so that New York is only 4 hours behind GMT during the summer, and London time becomes an hour ahead of GMT.
