It isn't that easy!

Most dutch movies aren't translated in English (actually, I don't know of any which is!!), and creating the full alternative language is a project for a team of people... You will first need the written text, then translating it, then you will need actors specialized in lip synch so they can over-tape.
As an alternative you could provide subtitles... it helps, but it is not optimal as it distracts the eyes from the scenes.

In all cases, it is costly and expert job.
