These were instructions to Jews. Nehemiah's was specifically for the priests and Levites returning to Jerusalem who already had foreign wives but wanted to serve in the new temple.

These laws are not required of Gentiles. You're welcome to honor them if you like.

Yes, primarily it is. When Solomon married the foreign women they led him into worshiping their false Gods--something which angered God quite a bit. Some of their practices were quite evil and since Solomon was king, his waywardness helped introduce these evil practices to the Jews. Another thing that would not please God.
It is not a good idea for a believer to marry someone who is a non-believer, for instance. Even the New Testament says: "Do not be bound together with unbelievers; for what partnership have righteousness and lawlessness, or what fellowship has light with darkness? Or what harmony has Christ with Belial, or what has a believer in common with an unbeliever?" II Corinthians 6:14&15.
The message has always been that you have nothing in common with an unbeiever so don't marry them. Solomon ignored this warning and led himself and his people astray.

God didn't want the Jews to intermarry with the local pagans because he knew these outside people would bring their religion with them into the marriage. God was trying to keep the Jews a pure race religiously at the time because he had plans for the Jews to be the light of the world. But as man does they chose to screw things up instead of serve God.
The New Testament also tells us not to be unequally yoked because it will pull us down. I heard a pastor give the following example: If you were standing on a table which would be easier? To pull someone up or for someone to pull you down?

NOW we love to follow religion up to extent .... RELIGION IS ON OUR SIDE.... If you are Jew you will do what you want.

Being christian if you want to marry some non-believer you will become liberal and same being muslim.
