In dual boot installation you need to install the earlier os first, and newer os later. Therefore you need to install winME first and winXP next

Plus I think the win95/98/Me family have to be installed on the 'C' disk 'cos they all run DOS underneath and DOS has very limited capabilities for booting from 'not-C'.

If you want dual-boot I suggest you go looking for quick change drive trays... I bought some that allaow a 3 1/2 disk in a tray to be pulled out of a 5 1/4 bay... and a different tray with disk to be put in instead. That *has* to be done powered down on the trays I bought because they are not hot-swap.

With that in-place, you can do a real install of Me on a 'C' disk...

For that to work easily you either need a BIOS that will accept disk characteristics on the disk it sees or you need both 'C' disks to be identical models... or you have to change the BIOS every time you swap over.
